ha thats brilliant! i once heard a story (bit irrelevant to your question but funny anyway) a family walked in on a burglar in their home and in a bid to escape he jumped out of the window onto a bush, the bush was kinda springy and he bounced right back into the house through another window. The judge did him for TWO counts of breaking and entering...haha.
Zero tolerance policy is the best way to deter crime in general however. Even the smallest anti-social behaviour gets penalised and so nothing escalates to true unmanageble crime, its just a bit difficult to implement!!

I think it is better to send this young punk or offender to the correctional centre for, say one month. He may get lessons on: 1) How to respect a cop 2) A cop is not a pig
3) How to behave yourself in the public.
It is better to teach the ignorant young punk to lead to a normal and well-behaved young adult.

Let's be simple. In raising a puppy, and the puppy pees on the floor. You rub his nose in it (let him know WHAT he did) and Spank him (Punishment) and put him outside to pee (Show the proper thing to do.)
We have a tendency not to punish. Normally there is a long time between the crime and the trial.
So, perhaps if we identified wrong behavior and punished it in a timely manner we might have people who obey the rules.
It is better to train the young to obey the rules than to let them get away with wrongdoing -- suddenly they are adults! Then they go to prison. Again, like raising a puppy...you fail to teach him not to pee in the house--suddenly he is an adult dog. Now you shoot him for peeing in the house. Does this make sense.
In some respects raising a child is similar to raising a dog.

MY OPINION IS THAT "SCARED STRAIGHT" IS A TACTIC.
YOU KNOW TAKE THE YOUTH GONE WRONG TO PRISONS, LET THE INMATES TELL THEM THE GORY DETAILS OF PRISON LIFE AND SEE WHAT HAPPENS.
ANOTHER WAY, THIS IS 360 DEGREES BUT HAVE THEM WORK IN THE CHURCH, BE A PART OF GOD AND JESUS'S LIFE
SEE HOW GREAT GOD AND JESUS ARE!!!!!!!!!!!
MAYBE SOME MIGHT TAKE THE RIGHT PATH, EITHER WAY
