Sounds like she might not be ready yet, don't force the issue. Keep the diaper on for now and take a break. She will get it.

How old is she?
My daughter has just turned two, she'll go on the toilet quiet happily when I take her nappy off (she loves the praise and to be told what a big girl she is) but I haven't really started potty training properly ie leaving her nappy off during the day everyday.
My neighbours girl is three now and shes just started leaving her nappy of at night times although shes been dry during the day for quite a while.

you have to be consistent dont ask her just take at regular intervals through out the day.
i find once an hour every hour works great,
how old is she
put a special toy or book by the potty and tell her she only gets it when on the potty

You need to pile the praise on her when she goes. You need to keep it fun for her or she will feel too much pressure on her and you may find that she goes backwards and doesn't want to do it anymore. It does take time and it will be worth it soon but don't worry or she will sense it.
