You go up to her and start a conversation about what you like about her. She's indicated her interest by her comment "How does he know if he likes me....?" If she wasn't interested she would've told your friend that "you weren't her type."
So play in your mind what you like about her and how you will tell her. Make sure it's not all about her looks though. There is nothing wrong with saying she has a beautiful smile but say something like..."You have such a beautiful smile it makes me want to get to know what's behind the smile...can I take you to dinner Saturday night?" Or something to that effect, just put it in your own words to make it sincere and make sure you ask for a date. (Does little good to tell a girl you are interested if you don't take it to another level.)

Why don't you go & talk to that lady? I understand her feeling. To have someone like us, it feels great but not a secret like this. Sometimes it make us scare & make a question on that guy. Get to know her in a nice way. Do not be shy to express your good feeling to anyone. It's a good start for the relationship, am I correct?
If I were her, I would glad to know you what are you thinking about me not from someone. And I don't like the guy who just like my look not from my inner.

Right. So She didn't shut you down, go talk to her.
You can clean up what was told to her by simply telling her you thought she was very pretty.
When your young, it is easier to have a "go between" doing the intro's, but growing up means making your own contact.

tell her that sometimes love doesn't come from words it comes from silence
and don't worry friends always blurt things right give them a small lecture saying that he told you something that was really personal and tell him if he would like it if you did the same thing but make sure you keep carm
