Probably not. Agent orange was a chemical weapon. While it can cause damage and lifetime sickness, it doesn't cause any genetic changes. I would check with specific doctors who deal with skin and bone ailments, and don't stop with one or two. My father in law has ailments that are diabetically and neurologically based, and several doctors have worked without finding root causes and can only treat symptoms at this point. Contact as many specialists as you can and don't limit yourself to where you are, contact doctors in neighboring cities as well. Some things we just don't know and we just have to do our best.

Agent Orange was a defoliant used during the Vietnam War to clear jungle areas quickly. Solders were supposed to wait a while before entering areas that had been defoliated but many of them were in those areas very soon after this substance was applied. A lot of them came back home and began suffering serious health problems and having children with birth defects. So yes, its effects are something that can be passed on.
