I presume your question is directed to JWs and Unitarians.
You are correct in saying the Holy Spirit refers to Himself with the Personal pronoun "I". He can be lied to, grieved and blasphemed against and these can only be done to a Person, not an impersonal Force. The Holy Spirit is an integral part of the Godhead....the Trinity.

Jehovah’s Gift of Holy Spirit
“How much more so will the Father in heaven give holy spirit to those asking him!” (LUKE 11:13)
IN THE fall of the year 32 C.E. while Jesus was preaching the good news in Judea, he spoke to his disciples about Jehovah’s generosity. He used some powerful illustrations and then made a wonderful promise, saying: “If you, although being wicked, know how to give good gifts to your children, how much more so will the Father in heaven give holy spirit to those asking him!” (Luke 11:13)
Holy spirit still operates in very lofty ways. It guides and directs Jehovah’s heavenly organization. (Ezekiel 1:20, 21) Like the energy released by the hydrogen bomb, it can be used destructively to execute judgment on Jehovah’s enemies, but it has also operated in other ways that excite us to wonder. (Isaiah 11:15; 30:27, 28; 40:7, 8; 2 Thessalonians 2:8)
God through his spirit worked powerful miracles in behalf of the Israelites in Moses’ time, and at other times too. What was the intent of those miracles? They furthered God's purposes, caused his name to be known, and demonstrated his power. And sometimes, as with Moses, they proved conclusively that an individual had Jehovah’s backing. (Exodus 4:1-9; 9:14-16) However, miracles wrought by holy spirit have been rare throughout history.
If something is robbing you of peace, joy, or some other godly quality, it would be wise to pray for God’s holy spirit, or active force. Why? Because Jehovah’s spirit produces good fruitage that helps a Christian to face problems, trials, and temptations. After warning against “the works of the flesh,” the apostle Paul wrote: “On the other hand, the fruitage of the spirit is love, joy, peace, long-suffering, kindness, goodness, faith, mildness, self-control. Against such things there is no law.” (Galatians 5:19-23)
It doesn't get any clearer than this.
It is FROM GOD. It IS NOT GOD.

The Holy Spirit is not an impersonal active force but a very personal being of the Holy Trinity. He is the one who is guiding every believer to understand the mind of God, have faith in Jesus, and live a holy life. When God spoke to man in the form of "I" or "I am" in the Old Testament, that was when the Holy Spirit has not yet indwelled in the believer (or making the body of the believer as the temple of the Holy Spirit). In the New Testament up to our time, it is now the Holy Spirit that does the talking.

Where does it say that the Holy Spirit is impersonal or just an "active force"??
Every person has a body, soul and spirit. A trinity. I have a body. very one calls it David. I also have a soul, also known as David. I have a spirit, again it's my spirit, named David. Yet, there is only ONE of me.
God is also a trinity. The difference is Gods body (Jesus), Soul (The Father) and Spirit (The Holy Spirit) can manifest separately. In this day and age of science-fiction movies, is that so hard to believe???

there is one God not three and the Holy Ghost is not God's impersonal active force. it is his comforting spirit that comes to dwell inside of the true believer like it did in the book of Acts when they were all filled with the holy Ghost speaking in tongues. acts 1:8 says that it is the power giver. Jesus said, the time will come when i will not be with you (in the flesh) but i shall be in you. how was he going to do that? through the outpouring of the Holy Ghost which is his spirit that leads and guides people into all truth.

Jesus said of the Holy Spirit [john 16:13, "when He the Spirit of Truth ... He will guide you.. He will not speak on His own initiative.."]

Because holy spirit is an element that God uses to comfort and teach his believers. It is not a person or a being, so why would he say "our" or "we". He refers to it as His holy spirit because it is His to impart to those he chooses.

I believe God exists as three in one. God the Father, God the Son and God the Holy Spirit. They are seperate yet the same therefore the Holy Spirit would certainly refer to himself just as Jesus did.

actually christianity rewrote the bible, the HOLY Ghost is a separate Person from God and Jesus, each have life separate for themselves. but each are LIKE ONE in purpose, the great thing about this is that Jesus prayed that WE can become ONE, like them too.
see john 5:16,26,30
and if you check corrithians ch.13, i.e the gifts of the spirit, the Holy Ghost gives gifts As He wills! also showing individuality.
but Paul also said there are 3 that rule in heaven, NOT 1
