Depends on the city and the amount of traffic.

So this isn't really an answer but realize the city has more of an incentive to enforce parking violations than just the fine. Since, enforcing ensures parking for shopping in areas...etc.

With that my hypothesis is in monetary value very little, as it is costly to enforce and the beauracracy of paying etc.

Every time you see some idjit get pulled over running through a stop sign, what do they ask? "Why aren't you out there catching criminals?" Simple answer, catching a criminal costs a city money, jail time, feeding them, court time and so on. Writing a speeding ticket costs next to nothing but generates money for the city coffers. The police are going to catch just enough bad guys, and usually only the really bad bad guys to keep the public off their backs. Cities are a business. They want to attract people who will pay taxes. They use the tax money and other sources of income like tickets to make improvements to attract even more people. So, every time you pay your parking ticket you're buying a new stop sign for you to run....
