I cannot seem to find it anywhere. It is very important that I locate it. Any help you can give me will be appreciated

You are right. He said you have to believe and be baptized to be saved. You said it yourself. These are the words of Jesus Christ. Maybe you are starting to understand. Unless of course you want to dispute with Him.

1 John 4:14-15 - "And we have seen and do testify that the Father sent the Son to be the Saviour of the world. Whosoever shall confess that Jesus is the Son of God, God dwelleth in him, and he in God." This scripture makes Jesus very personal to anyone who believes.

Maybe the following?
Romans 10:9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

Let's take your questions one at a time. Is Satan saved. The answer is obviously no. Yes Satan believes there is a God. He knows beyond a doubt there is. He has been in the throne room of God. Now ask yourself this. Does Satan confess Jesus is his Lord? I suggest the answer is no.
Now on to your baptism question. The verse to remind everyone is: Mark 16:16 "He that believeth and is baptized shall be saved; but he that believeth not shall be damned". Now what does Jesus say here. He says if you believe and are baptized you are saved. What does He say about being damned. Does He say he that believeth not and is not baptized shall be damned? No. He says he that believeth not is damned. Nothing about baptism. So you must believe to be saved or not believe to be damned. If you do not believe and yet are baptized are you damned? According to this verse yes you are.
Actually I don't believe baptism plays a role in salvation. Baptism is an outward sign of an inward change. Do you think the thief on the cross went to Heaven? Was he baptized? Read Ephesians 2:8-9. It tells us it is by faith we are saved. Not works. Baptism is a work. Does the verse in Mark say he who believes and is not baptized will be damned? No. It only says he is believeth not is damned.

It is a combination of many scriptures that tell you to do that. Not one particular one.
To properly understand why we say this, you must first properly understand "Jesus Christ," "personal" and "Savior."
Who is Jesus Christ? Many people will acknowledge Jesus Christ as a good man, great teacher, or even a prophet of God. These things are most definitely true of Jesus, but they do not define who He truly is. The Bible tells us that Jesus is God in the flesh, God become a human being (see John 1:1,14). God came to earth to teach us, heal us, correct us, forgive us - and die for us! Jesus Christ is God, the Creator, the sovereign Lord. Have you accepted this Jesus?
What is a Savior and why do we need a Savior? The Bible tells us that we have all sinned, we have all committed evil acts (Romans 3:10-18). As a result of our sin, we are worthy of God's anger and judgment. The only just punishment for sins committed against an infinite and eternal God is an infinite punishment (Romans 6:23; Revelation 20:11-15). That is why we need a Savior!
Jesus Christ came to earth and died in our place. Jesus' death, as God in the flesh, was an infinite payment for our sins (2 Corinthians 5:21). Jesus died to pay the penalty for our sins (Romans 5:8). Jesus paid the price so that we would not have to. Jesus' resurrection from the dead proved that His death was sufficient to pay the penalty for our sins. That is why Jesus is the one and only Savior (John 14:6; Acts 4:12)!
True Christianity is a personal relationship with Jesus Christ. Accepting Jesus as your personal Savior means placing your own personal faith and trust in Him.

If you are looking for those words in a scripture form, well that is not the way to do it.
Listen: Personal means: Jesus can be your savior! You personally. If you will let him come into your life. It will happen to you personally.
"Believe on the Lord Jesus Christ and thou shalt be saved"
Jesus said, "I am the way the truth and the light"
He wants people to accept Him so He can personally be their Lord and Savior!

It is a sort of idiom, in a way.
What Christians are doing actually is naming the result. And quite accurately I would say. I do not use the phrase often. I am not a street preacher or a pastor of a church. I am merely a guy who is online who knows stuff. And I try my hardest to communicate the stuff.
So don't take it too hard when you hear it. It is merely someone who hopes the best for you. And knowing Jesus through His Spirit is the best thing for any of us.

John 1:12 says .........but as many as received Him, to them He gave the power to become the sons of God , even to them who believe on his name
to receive Him (Jesus) would be to accept him as your personal savior.
Romans 5:7 also talks of righteousness through Jesus Christ
