Sometimes, I've had a cream cheese frosting and sometimes a basic buttercream frosting. It's really your preference - or ask your spouse or Father in Law which one they think of for Red Velvet Cake.
Happy Birthday to your MIL. I'm sure you'll all enjoy the cake with whichever frosting you decide.

I'd have to say, I think that every red velvet cake I've ever eaten has had cream cheese frosting. The recipe link below looks to be just a basic vanilla butter cream frosting with the cake, but they claim it's "grandma's" recipe, so figured I'd pass it on to you.

FROSTING
3 tablespoons flour
1 cup milk
1 cup sugar
1 teaspoon vanilla
1 cup butter (must be butter)
Frosting: Add milk to flour slowly, avoiding lumps.
Cook flour and milk until very thick, stirring constantly.
Cool completely.
Cream sugar, butter and vanilla until fluffy.
Add to cooked mixture.
Beat, high speed, until very fluffy.
Looks and tastes like whipped cream.
