My own surname is Cornish but I could not state categorically that it is a native Cornish name, Some names are more common in certain areas. I think you need to just research the name or names you are interested in.

can't speak for devon but when i was a kid in school in penzance there was some rhyme we learned
with the names of tre, pol and pen
know ye the names of true cornish men
well something like that
for instance there are lots of trelawneys in west cornwall and the famous (but fictional) poldark in east cornwall

Because Cornwall has it's own language. It has it's own names. a lot of them begin with TRE which means farm or settlement in Cornish.
