Raw. Sometimes, they place the item in a very hot skillet for a minute and then flip for another minute. This cooks just the outer edge making it like the crust. The inside is still raw and cold. Tar Tar is served cold.

It is pronounced tar tar but spelled tartare. It really is very good. In the old days it was prepared table side.
IF I had known it was raw when I first tried it, I probably never would have.

You've already gotten the answers about tartare being raw beef. But were you trying to ask about tartar (no space) sauce that people use on fish? Tartar sauce is basically just mayo and pickle relish stirred together. So it's not cooked either!
Since neither tartare or tartar sauce are meant to be cooked, they aren't undercooked nor overcooked!

Uncooked meat, that's what Tar Tar means, and if you don't know the person very well, who prepared it, then don't eat it. You can get many nasty parisites from this.

It means the meat is eaten raw. This method can give U food poison. Very bad idea to eat raw meat. Sushi (raw fish) is OK
