In the old navy they had a purpose, however, now it is just tradition. The round white hats, also known as dixie cups, are rarely worn at sea and are only worn in dress uniforms by males.

The white hats are round because a person's head is round.
They are not wore as often as before. I only wear mine if I am wearing my whites or dress blue uniform. For my working uniform or coveralls, I wear a ball cap and an eight-point with
BDUs.
