I agree with talking to your doctor, but in my opinion a child is growing rapidly their first 6 years and should have whole milk unless the child is overweight.

Most pediatricians will say 2% starting at age 2, but if they are not at risk of being obese I would stick to whole milk. We have always drank whole milk, and personally hate the watered down taste of 2%, so my son will never get anything but whole milk! At 2, they are getting their nutrients from other foods, so they don't need much - a cup after each meal sounds like a good bet. Before or during meals may fill them up too much for them to eat. Offer them water during meals if they want something to drink.

regular cows milk is fine for them at this age if they dont have an intolerence to it. if youd rather they could have a follow on toddler milk but it is more expensive but has added vitamins and stuff that they need. it is a good idea if they are fussy eaters and you dont think they are getting enough of the good stuff :)
probably two cups would be enough each day or maybe one with each meal. just make sure they have their food first or they may fill up on the milk and not want to eat. at this age milk is not essential to their development. they can get the vitamins and minerals from other things in their diet like yoghurt, custard, cheese, broccoli, avocado ECT :)

2% milk. They should still have between 16-24 oz of dairy a day, milk, yogurt, cheese, etc...
