no they cant....the reason the make sure your like 18 to get tatoos isbecause your still growing which means your skin stretches... if you get it too young, it will stretch all out and be disgusting...

I suppose if you were
a tattoo artist yourself,
you could do it,
but why would you do that
to an infant.
My kids all have tattoos,
but they waited until their 16th birthday.
I don't know what the
legal ramifications are on the subject.
But I bet the Dept. of Human Services
would be on your but hot & heavy.
