I guess you posted this question twice. So I answered in both. I'm not sure exactly what your specifications are, but mycompany has a simple web design builder. All you have to do is choose a template ad your content. They are all in flash too. You can change the layout or the content at anytime and its really easy for anyone with out without html knowledge to update.
