Purchase one of those cloth type shower curtains and hem it to the proper length.

Cloth curtains can be cut and re-hemmed. Otherwise, if you sew or know someone who does, you can pick a fabric and have one made.

A straight edge and a razor knife should work.
Scissors.
Measure from rail down to where you want it, and buy new one that is same size or close to it.
Raise rail until it fits.

Put a hem in it, OR
cut it off to correct length.[ no hem means no mildew trap! ]
