Can someone please tell me what a notarized proof of address means and how can I go about doing it?

Take a utility bill, or rent receipt along with a photo ID to a notary public. You'll find them in any law office, land title office, or accountant's office.
Take a typed statement with your name and address with notation:
"The person above appeared before me with a utility bill and photo ID to attest that on this date, this is their current and true address."
The notary will sign the document and affix their notary public seal. There will be a small charge, in the neighborhood of $5.

It means that you need to bring 1 or 2 items as proof of address (current bank statements, credit card or electric bills, etc. with your name on them) plus ID to a Notary Public (look in your phone book, but usually your local bank will have one).

He/She will examine the proofs and notarize a statement saying that the the documents you've provided have proven your address. That is a notarized proof of address.
