Sounds like his foster parents were only in it for the money. If they were worried about him they would have helped him sort through this already. I do not know where the Bay area is. Can you take him in for now? Can he go to college? There is all sorts of money out there for that. If he can check out the FAFSA web site. He can apply for grants and scholarships. He does not have parents income to use so there will be more money available for him. Is he considered retarded? If he is look in your local phone book for health and human services and see what they can do. They also might be able to refer you to where he can get help. Where I live (Ohio) there are all sorts of services for people. I hope this has helped.

Go to the department of health website, check for mental services. These things are free, hes gonna have to see a doctor and they may diagnose him. Encourage him to go to community college. Theyre are programs that help kids his age to get situated after foster care. Talk to his social worker they should know what his options may be. Let him live with you, he can work and go to school. With financial aid you always get a reimbursement check every semester, you can apply for food stamps. Life isnt over and screw those foster parents. Just help your brother become the man that he can be. Be the parent that he didnt have.

If he has the problems that you say call social security for help. There is programs that thay have that will help you. I don't no why he isnt getting the help now. If he can live on his own at some time in the future there is low cost housing. Don't give up and keep truing because he needs you.

contact your local social security office. They should be able to direct you. If your brother truly does have an issue mentally, he may be entitled to SSI. They may also have a home for him to live in where they can help him find a job. Hope that helps.

apply for him to get SSI, this will give him about $900.00 a month to care for him, and then if he need other help ask his caseworker at child protective services for referrals, and they are supposed to help him in college till I think he turns 20, but ask to make sure, and you can apply for him now at: www.ssa.gov, good luck, or go to your neighborhood Social Security Office, or 1-800-772-1213

if he has ADD and is not truly mentally retarded, that is, if he has a normal IQ, he can grow up to live a productive, fine life. however, as you know, especially for a male, 18 is still very young.

what are his interests? there are many trade schools that teach young men how to work on cars, and all sorts of other labor that they enjoy doing with their hands.

if he has a low IQ there are many programs that can help him learn to live a good life.

God bless you for watching out for your brother. you are to be admired.
