It is very disgusting and the brother seems to enjoy it. When I catch the female kitten do it, I immediately remove her from the area. Why is she doing this and how can I make it stop. It surely cannot be sanitary and it very unpleasant to see.

How old are the cats?
Mother cats do this to stimulate bowel movements in small kittens. It's possible it's a "momma instinct".
Also, it's possible that the area is itching (worms, infection, etc.) and the brother is encouraging it for that reason.
In 35 years of owning cats, I've never seen this, so if it continues, I'd take the male to the vet to rule out health problems.

My 2 brothers are very nearly that age, one does it to the different more desirable. i have talked concerning the guy who receives his butt licked, passes more desirable pungent gasoline than the different. purely the smell attracts the others interest to it. i imagine 1 is purely cleansing up after the different.

That's normal for cats, it's part of how they clean themselves and each other.
They lick their own butts and each others all the time. So maybe you don't like seeing it, but for them it's okay.
