Most vets will not spay a lactating bit ch due to the enlarged mammary veins. There can be a lot of bleeding and make the surgery riskier.
If a bit ch is spayed while lactating, she can still nurse the litter. Many bit ches are spayed at the time of c-section and can nurse the litter quite well. There have been times post whelping when the bit ch must have an emergency spay shortly after the litter was whelped and they also go on to nurse the litter just fine. As an elective spay, waiting is the best choice.

You have to wait until the female has stopped nursing the puppies. If you get her spayed she will not nurse the puppies any longer and also she will spend one night at the vet and the puppies need her.
Wait until after the puppies are weaned and found new homes.
At 4 weeks of age, get dry puppy food and soak it in warm water for a few minutes and then drain. That way it is soft enough for the puppies to eat. Then after two more weeks they should be able to eat the food without it being soaked first. When they are 12 weeks old, you can find them new homes.

Wait until the puppies are weaned. Spaying creates LOTS of hormonal changes. Her body has just gone through a major "trauma" having babies, you need to let her recover before she undergoes a major abdominal surgery.

You must wait till the pups are weaned. Spaying affects the mom's instinct to nurse the pups. Also, the stitches may be broken when the pups bite around to try to find the nipple. Not good.
