Does the brown sugar need to be in the recipe?

You can just use white. The last time I wanted to do them I didn't have any brown sugar so I just used white in place of it and added some molasses. I don't know if that was why but they came out soft and chewy and I thought they tasted better than they usually do. If you like them try chopped dates in place of the raisins. That makes a good cookie too.

If you want a softer, chewier cookie, you need the brown sugar. Otherwise they will be hard as a rock.

If you dont have brown sugar, you dont have to use it. It would taste just fine without. You may want to add maybe extra raisins. I love using dried cranberries. Yum.
