To make a grain mash for whiskey : Heat 4 kg cracked or crushed malt with 18 L of water to 63-65 °C, and hold there for 1-1.5 hours. Heat to 73-75 °C, then strain off and keep liquid, using 250 mL of hot water to rinse the grains. Cool to below 30 °C (should have an initial specific gravity of 1.050). Add hydrated yeast & leave to ferment.

Once you have a fermented mash, you'll have to distill it to make whiskey. Use a still, such as the one you can make yourself described here:

Making any distilled spirits is highly illegal without a federal license and for good reason.
Distillation requires great skill to avoid deadly compounds like methanol ending up in the final product. On paper it looks simple but it is best left to the experts. Besides you're dealing with highly flammable liquid.
Moonshine is a simple, un-aged corn distillate that isn't that good nor that potent despite the claims. I've had it from many sources and it's nothing special except to the locals whom have a special loyalty.
You might find instructions on how to do it but I please, please do not attempt it. There are no local laws to observe since it is illegal so you can't do it legally anyway.

Yes, it is a really simple process and it is also highly illegal. Distilling alcohol is illegal even if you throw the alcohol away. I suggest that you find a better way to amuse yourself.
