Is it easy or hard to expunge a driving offense? What steps do I take?

The state is under no obligation to "expunge" your record merely because you paid your fine. There's still an ongoing record of the fact that you violated the law to begin with.

In special circumstances, you might get it expunged, but typically it stays with you.

Traffic tickets are not eligible to be expunged.

All traffic offense convictions will always stay on your permanent DMV driving record for ever.
