I was sitting and minding my business in rest room and suddenly i heard voices of jerking and moaning.
To my shock someone was giving himself a treat.I also saw the guy afterwards and asked him to not to do so in a offical environment.
He said he has right to do whatever he does in privacy.
Should i report him or he does have right to mastrubate in office rest room?

Did you actually see the act of indiscretion take place? If not and all you HEARD was jerking and moaning, the person could have just been having a rough time. In the restroom, it's private and you should leave it at that. Would you like someone reporting you because you don't courtesy flush? Give it a rest and use another restroom or stall if there is one.
You can report it too if you want but, be ready to deal with the consequences.

He did it in a private place behind closed doors. I'm sure people have done all sorts of things in the rest room at work. Let it be.

I'd leave it alone. You might be called on to provide proof you "knew" what he was doing. Could be embarassing for all concerned. He may have been having a satisfying bowel movement for all you know.

Was he shooting off knuckle children in a stall or out in the open...either way I say he needs to be reported, but if it was out in the open you should have kicked his baby maker!
Was he starring at you with bedroom eyes while doing it?

If it were me, I'd just stay in my own stall (provided others are not sharing the restroom) feigning moaning, groaning and panting and *climax* before he does. Then I'd "ahhhh", hurry up and get the heck out of there before he had a chance to see who I was.

Discrete indiscretions might be overlooked, but his behavior could be consider sexual harassment.
I maybe would not report it this time, but if I ever see or hear it again, I certainly would. You gave him fair warning.
