There doesn't seem to be a standard definition for "DTV-ready". Most likely it means that it doesn't have a digital tuner built in but can display a 480p resolution. HD has to be at least 720p (in the US).

Some analog TVs were made so they could display 480p resolution through component inputs. My best guess is that someone is trying to make an analog TV sound like it's a DTV set.

To be sure you need to look at the specs for the make & model of the TV in question. You could add these to your question and see if someone looks it up for you.
