Yes, if access to that information is necessary for business purposes. For example, to place a lien against your vehicle for unpaid towing fees. They can not use that information for any other purpose, and if they do, the company should be reported to the local police department, and to your states/provinces motor vehicle department.

yes, anyone can do it ...just file a lien on a car and dmv gives the last known address of the registered owner...i have done it many, many times
