After. The mechanical action of brushing knocks off all the old food remains from your teeth, as well as some of the bacteria clinging to your teeth. Rinsing your mouth with listerine then kills off most of the exposed bacteria.
If you tried it the other way round, you would get rid of the exposed bacteria but there would still be plently left hiding in the food remains and the crevices these particles block in your teeth.
