Well I agree with the what kind of Eagle? Not every Eagle is a Bald Eagle, which is PROTECTED by Federal Law as the National Bird(no longer endangered but I think it is Threatened). On the other hand if it was an accident then it probably just needs to be reported and they would check it out and nothing would likely happen.

No, unless someone deliberately threw the semi truck at the eagle or ran over the nest. If a truck was just driving down the street and the bird flew in front of it then the driver wouldn't be held liable.

I doubt they would throw you in jail if it was truly an accident. Im guessing the semi was on the highway or something going more than 10 miles an hour. Is he supposed to slam on the brakes, jacknife the righ and endanger the lives of everyone on the road over a bird. I think not. Im sure that law is more for the hunting and intentional killing of the bird.
