If you have city water (not from a well) it probably has chlorine in it which is very hard on your hair. All the conditioners in the world will not help you if your water has chlorine in it. However, you can buy a chlorine filter that attaches to the shower head in your bath that will remove most of the chlorine and other chemicals. The website catalog www.realgoods.com sells them. Though they cost around USD$40, the filter lasts about a year and replacement filters are less than USD$20. I have been using chlorine filters for 10 years and it makes a big difference -- if you get one you will find that your skin will not itch anymore and your hair will be soft and silky.

A generous oil application and massage is recommended before washing the hair. Frequent shampooing is harmful for dry hair. Sometimes lack of nutrients can also cause dry brittle hair. Take a multivitamin and mineral supplement on a daily basis. Check out http://solutionsfordryhair.blogspot.com/ for more info.

hair products can have a lot to do with it. pantene is one of the really bad shampoos. actually anything with the lauryl/laureth sulflates is bad, even the professional stuff. i recommend organic. i am quite pleased with the Jason tea tree oil shampoo and conditioner, though it is a bit pricey.

Put some baking soda in your shampoo and rinse.
I've known many people who've had problems with build-up, and it's fixed it every time.
