Another way of looking at that, let's say you have terminal cancer that is VERY painful. You're not alone in this, either. Let's also suppose that I have a cure. In this scenario, I'm willing to give this cure to ANY body who believes enough in my cure that they actually COME to me and ask for it.

Another way of looking at it, let's say I bought you an ALL expense week-long fully paid vacation to someplace of your dreams. You need to actually have faith that these vouchers are real. And even if you do, you still need to pack your clothes, go to the airport, board the plane, et cetera.

God is offering to forgive us because Jesus fully paid the penalty for our sins (crimes against God). But we need to have enough faith to believe He actually did it, and we need to actually GO to God and actually ASK Him to forgive us, and repent of those sins.

He didn't have to do any of that, any more than I would be obligated to give you the cure for that cancer, or to pay for the vacation. He did it out of Love for you so YOU wouldn't have to do it. But He would not be very wise if He pardoned people who refuse to quit disobeying the Law that He paid the penalty of. Otherwise, heaven would quickly become just as corrupt as earth!

So, He has given you an offer to freely pardon you - by His grace and mercy - but it's up to you to accept or reject it.
