The reason he still mounts the female is that the part of his anatomy that makes him mount was not removed...
That part is in his brain.
He may not ejaculate but the nerve endings on his penis are still sensitive and this brain still thinks that despite his lack of parts it is TIME TO MATE!!
A male cat, neutered or not, will still mount if the female is available...
The ONLY difference between a neutered cat and an unneutered cat is that the neutered cat won't GO OUT OF HIS WAY to find a female in heat while the unneutered cat will tear down the walls of the house to get at the female.
If a female is available then the neutered one will just go at it, since it doesn't really need to do anything to get to her.
It is all about pheromones and the pheromones tell his brain that this is what he HAS TO DO RIGHT NOW!!!!!!

it depends how long ago to a degree after neutering. One would expect a 3 or 4 week period to pass before the urge passes . although it is also a position of dominance and although the motive wont be sexual it is an act to attempt to get the upper hand. I have six cats 5 male one female all are "fixed" the males wouldnt dare to try and hump the female she rules the roost . my dogs have also been neutered and they still hump random dogs people and items .

Yes it is perfectly natural. Neutering does not destroy all their sex drive it mearly keeps them from reproducing. You are much better off if you spay the females and then the urge will not hit the males quite so often or so forceful.

Yes, they should- eventually. But it's more certain if the males were neutered as kittens, rather than as adults.
You'll want to spay your females too: They can't be very comfortable.

They can smell the hormones. That doesn't mean that they know what the heck they are doing, but they still chose to. Why aren't your females spayed? They should be just as much as males should be. Unless you are breeding them, you should have them spayed. Most unspayed females run into problems with mammary (breast cancer) and pyometras (uterus infections that are life threatening). Get them done too, and you will have not only less kitty health issues to deal with, but also less humping issues.

It depends on how old the cat was when you got him. If he was older and had time to be a cat and experience that kind of urge then he may remember and continue to do it. Sometimes it's just a show of dominace. I have a female dog that humps another female dog to show dominace. That or she's a lesbian. Anyway, it could also be your female cat. If she isn't fixed and goes into heat he could be acting on instinct.

i think a male cat can still have a sex drive, the only thing neutering prevents is getting another cat pregnant.

why, do you only have your male cats fixed and not your females....seeing if your females get out some how it totaly defeats the no kittens rule.
