It is not a crime to have drugs in your system if you are not on probation, or parole. It is a crime to have drugs in your possession, or to be impaired while operating a motor vehicle.
I know it's a contradiction, but that is our criminal justice system...a contradiction.
And Mr. Cop above me, if you have enough dope in your possession it is considered with intent to distribute regardless if someone has a gram a day Meth habit, or is pushing the stuff on others. You know that officer!
Manufacturing, distributing and possessing a controlled substance are all equally punishable by the law. The simple solution is to never do these three "evils".

That's easy, it's more illegal to sell the drugs. Even if you have a quantity of drugs for yourself and get caught, they always stick "intent to deliver" onto your crimes just to get a better conviction and a higher fine.

Selling because you are contributing to the destructive process. Most dealers are not just dealers they are pimps, fences, gang members and selling drugs are an indication of other criminal activity
