The best answer to your question is in the sentence "Fear is a powerful MOTIVATOR". A motivator is not a reason. It is a tool used by those who want to start a war. This war was about several things, mostly oil but also revenge and others. The administration could not be honest about this and still get to do it, so they used fear to sell it.
Whether war will always out over social programs depends on where you are. Most European countries operate this way. Whether the US will ever join them is doubtful, and not even necessarily desirable. For decades the world has counted on us to be the enforcer for the planet.
And Jacob, I was as horrified as you were on 9/11. And I was for the Afghanistan invasion, since that was the source of the attacks. But attacking Iraq was as appropriate as it would have been to attack Guatemala. Neither had anything to do with 9/11. And if you think radical Islam has been "set back on its heels," you haven't been paying attention. The madrassas in Pakistan and other Mideast countries continue to churn out terrorists at a steady clip, and their incursions in European countries continue even more actively than before. And killing terrorists in Iraq won't change any of that.

False. Self preservation is the most powerful emotion. All else derives from the idea that I am paramount. Religion seeks to channel this destructive force into a communal good; to help people realize there is something greater and there is a right way to go about reaching that greatness. Maybe some of the rules and strictures are punitive and backward, but a child learns by repetition - an adult sometimes needs the same type of comfort a repeated task brings, as well. Don't confuse the righteous fear (awe) of G-d with terror (fear in man of harm or death).

The answer is 'Neither'. Furthermore the war is the biggest 'social program' ever! The government is pumping billions of dollars into the economy in support of the war, killing people on all sides keeping the undertakers in business as well! Fear? What did we have to fear from Iraq? That Saddam wouldn't do anything stupid to justify this 'social program'!lol:(

Not sure about the Unfounded fear part of your question but there was fear (perhaps not directly for us here in the UK) to millions of others in that part of the world.I cant remember who said this but "History will repeat itself if we ignore it". And I agree with you that war will ALWAYS take precedence over anything else.

There is a major difference between prudent response to attack and sticking you head in the sand.
I was near Manhattan on 9/11. You should be afraid. You should be resolved to face up to that very real threat and stop playing foolish political games before you get more innocent people killed.
You either oppose evil or you will be consumed by it. In this case evil has a face. That face is Radical Fundamentalist Islam and it is looking our way, my fellow Americans. It has been set back on it's heels for now but do not delude yourself that it has been, in any way, defeated.
These evil people are patient and resolved. Like the predators they are, they wait, they listen and they watch. When the opportunity arrives, they will strike again. Who will be Commander-in-Chief when they do? How will America respond? This is of great concern to me. I fear that untried unseasoned political leadership will only make matters worse.

I think there is more to it than that. There is too many people who said our fear was baseless to accept the judgment that it is why we went there. I don't think anyone but Bush can tell us the real reason. Now that it has been such a colossal failure he will never tell. I suspect he though he had a good reason, it would be over quickly and he would be though highly for his action. It too bad so many people are paying for his mistake.

In the world we live now, " it is the strong survive" use it while you are on top. What do you think of these: maybe 100 years from now the oil reserves of the U.S. will be depleted and you will realize that if not because of George bush, there is no Irag supplying the U.S. that very precious OIL.
