If you can only see a fog of indistinguishable features, what would the scale of your vision be? 20/2000, 20/5000? Worse than 'legally blind'.

The worst vision is "no light perception" which is exactly what is sounds like, seeing nothing.

Very poor vision is measured by moving the chart closer, so you get measures like 3/100 or 3/400. If it is even worse, measures like "finger counting at 5 inches", "hand motion at 6 inches" and "light perception only" are used. Your description of fog isn't precise enough to determine the measure, you would have to have someone measure it.

Legally blind is defined as "best corrected vision worse than 20/200"; thus it encompases a lot of measures including no light perception so nothing can be worse than legally blind.

All the above measures would count as legally blind if measured with glasses on.

with out an examination the numbers are impossible to guess.. but if the vision is totally blurred with indistinguishable figures, the person is legally blind ...

Legally blind!!! you cannot get much worse unless you are totally blind
