Think of her as someone's daughter.
Imagine a backstory for her that would explain why she is dressed this way - like maybe her mom is an alcoholic and too neglectful to pay attention to how she is dressed.

Know what.....people dress and act differently, by nature! What you find inappropriate, some find enticing, or beautiful. Do not judge a book by its cover!
If you are asked for your opinion, give it in such a way as to not insult or demean. if you are not asked, keep quiet, and mind your own business.
Some men wear suits. Some women don't like men in suits. They think the guy is stuffy or pretentious.
Some men wear work cloths. Some women think they are unkempt and untidy. Some men wear leasure wear, like jeans and a T shirt. Some women think they are low class and unintelligent.
All of these opinions are often formed by the initial view of a person, without taking the time to get to know the person.
Keep your opinions to yourself. You may be totally wrong about the opinions you form of a woman, without actually knowing them!

Don't look. If you must look, realize that all humans, including women are pretty much the same, with certain body parts in certain places. As a convention to society, we cover certain body parts which makes them a bit more intriguing whe one catches a glance at them. You don't really need to control your feelings. Just be sure to control your actions.

It upsets me too. Sometimes you have to wonder if they own mirrors.
I personally just make fun of them in my own head or complain to the person standing next to me. Yeah, so I'm mean. To me if you venture out in public like that, you open yourself up to ridicule.
If you want to feel like you're helping the community with their fashion-challenged ways, you could write a fashion column. I did that in my old college in hopes that someone that didn't know what was going on, would soon see the light. It is true, some cannot be saved, they're too far gone.
You could also go up to someone and say something, but you'll probably get in big trouble. To me it's satisfying enough to make fun of them in my head, or to the person next to me. It's good to vent.

You're going to get flak about the word "properly" ... but it is an interesting question. Perhaps you meant "provacatively"?
There are those who would claim that that WAS proper dressing.
I eagerly await other responses.

think about your mom in some lingerie standing by your door way asking you to lick chocolate off the crack of her butt. that should do the trick or you can try having some self control.
