If you by terra-ranger you mean an outdoor roving robot, the easy way is to start with an electric powered 4 wheel drive RC car. The RC receiver controls the speed and steering with a standardized pulse.
Then you can add a control board to receive sensor input and make decisions on speed / dir, and send the servo control pulse to the already built car.
The Parallax Basic stamp and has a 'servo' output. it costs about $100+ for the kit but comes with great support. The PIC Axe microcontrollers also have a Servo command. They are much cheaper, but you'll have to figure out the code on your own.
