There is no licence needed.
However, if he sells more than 6 vehicles in any 12 month period, he will be classed as a trader. He will then need to register as a business and comply with a whole load of laws and regulations related to selling cars for profit.
Get it wrong and you are looking at a prison sentence...

In Colorado if you have the intent to make a profit you need a license.. Here is what the LAW Says.
12-6-102. Definitions
(13) "Motor vehicle dealer" means a person who, for commission or with intent to make a profit or gain of money or other thing of value, sells, leases, exchanges, rents with option to purchase, offers, or attempts to negotiate a sale, lease, or exchange of an interest in new or new and used motor vehicles or who is engaged wholly or in part in the business of selling or leasing new or new and used motor vehicles, whether or not such motor vehicles are owned by such person. The sale or lease of three or more new or new and used motor vehicles or the offering for sale or lease of more than three new or new and used motor vehicles at the same address or telephone number in any one calendar year shall be prima facie evidence that a person is engaged in the business of selling or leasing new or new and used motor vehicles. "Motor vehicle dealer" includes an owner of real property who allows more than three new or new and used motor vehicles to be offered for sale or lease on such property during one calendar year unless said property is leased to a licensed motor vehicle dealer. "Motor vehicle dealer" does not include:
Don't believe the crap other people are writting, they don't the LAWS!!!!
Here are some the laws this person will be violating!!! First they will be skipping or jumping title(against the law) then they will not be paying sales tax on the purchase(against the law) then they will not claim income tax on the vehicle(against the law) then they will be in violation of chapter 49 federal odometer laws. ( I have a good contact with a man from United States Department of Transportation odometer fraud division) if they person would like to spend some time at the cross bar hotel, well maybe it would be a good idea to sell cars from their home.

IS IT LEGAL.............YES..
IT IS DONE ALL THE TIME, YOU NEED TO MAKE SURE THAT ALL THE PAPERWORK IS LEGAL AND TAKE THE SELLER WITH YOU TO THE DMV OFFICE.
I WOULD ALSO RECOMMEND THAT YOU GET THE VEHICLE INSPECTED AS WELL, REMEMBER THAT A SALE FROM A PRIVATE PARTY IS CONSIDERED AN "AS-IS" SALE.
IN SHORT WHAT YOU BUY WILL BE YOURS FOREVER NO MATTER WHAT IS WRONG WITH IT.
