The question is very broad. There are too many to give specifics but here are some basics. All will measure resistance in ohms. And voltage, Ac/Dc. Current in Ampheres, some have Capacitance meters. Some measure frequency in hertz. Most will have a diode checker. The minimum and maximum values that it can measure ineach of these ranges will vary, usually with the price.

You can buy a fairly cheap one at Home Depot or Lowes for home use. Not the most accurate if you're building circuits in a clean room, but good enough for fiddling with your housing wires or re-engineering your kid's remote control car to attack the neighbor's cat.
