Yes tea looses flavor after sometime (not completely). If it gets damp and has been for a while you probably shouldn't drink it cus things start to grow in damp conditions(if its gone bad it probably would have discolored).
On the other hand no ones ever died from old tea poisoning, so its up to you. If you decide to go ahead use you might want to use the tea at the bottom

as long as it is still dry, yes tea is still drinkable. those compressed tablets of tea in museums are even edible and drinkable.
There is a tea though that is designed to have fungus in it-Pu-erh tea. It is purposely wetted to ferment like wine. it is so rare and unique that it fetches hundreds of dollars per CUP of tea.
But i doubt you have this kind of tea. If not, well, then you learned something new today!
If you are still doubtful, use boiling water and tea from the bottom.

No , tea like all other foods , will get moldy , dry out and lose it's flavor , depending on how it is kept . Th shelf time on all products are no longer than 6 months .
