Yes there are lots. Ask you local shelter for more info. You can also check:
http://charityguide.org/volunteer/fewhours/spay-neuter.htm
We have a local Neuter Scooter (bus, traveling clinic) that will neuter pets for low cost to low income households. $10/cat.
If you want to know more about the procedure visit:
http://www.thepetcenter.com/sur/Spayandneuter.htm#Should%20have%20had%20her%20spayed%20!
There are actual pictures of cats undergoing the procedure. It is not very bloody if you are afraid.

A local animal shelter should be able to direct you to a vet in the area that will neuter a cat for cheap. Most times when you adopt an animal from a shelter and a lot of corporate pet stores (like Petsmart) you'll get a contact for just such a vet. Good luck!

Our humane society does it for free, for the TNR strays. I had 16 cats done with them. (All strays, released back outdoors when the anesthetic wore off).

Call your local Chamber of Commerce.
They can refer you to the Humane Society.
They are non-profit and will most likely be able to help you.

Contact your local animal shelter and they should be able to give you a #. Most communities have this type of program available.
