Hi tony! Officially, you are not allowed to purchase anything from the duty free shop at Delhi or Mumbai International airport. What you do though, is to purchase whatever you want from Mumbai after landing here. You will need your passport for the same though!

Just wait until you get to Ontario. Age is 19 here. Just remember - in Ontario they don't sell booze anywhere other than restaurants, clubs, and at LCBO stores (Liquor Control Board of Ontario). LCBO stores are pretty common, but you should take a look at their website to make sure you know where one is. They close at 9pm usually. All liquor sold in Ontario is actually sold by the province itself, unlike most provinces and US states.

When I have purchased from duty-free before, I was required to give my destination. So when you tell them you are going to a domestic destination, they might not let you buy it.
