Personal Choice. I like cloaks, but not just as a Wicca. I usually dress normally (jeans shirt shoes optional). If it is an extra special day I dress a lot nicer, like one would to go to Church, out of respect for the Deity. It is not necessary to dress in any special way.

It may be required of specific covens, but it is not necessary for solitary practice, or even in some covens. It is a popular item though, but certainly not necessary.
The only thing that is absolutely necessary is your belief and sincerity. The rest will come when you have a use or need for it. The more you study, the more you'll understand why these "tools" are used. They are simply tools though, and only help, but are not required.

A cloak is NOT required. All that is truly required are your beliefs. There are magical items other than a cloak, but they can be gathered from outside rather than bought and even they aren't "necessary," just useful.

no. I only wear mine for outdoor rituals when it's cold outside. It's more comfortable to wear a cloak over the robe than a jacket. It fits better. It's wool, which is especially comfy during the long winter months of the Northeast.

Nope. YOu can choose to go fully ceremonial, with all the garb and tools, but it isn't necessary.
