If a 19 year old female is with a 15 year old male and their parents are fine with it can someone still turn her in for sexual relations if it was both consential?

Nope. The parents are the only ones that can press charges. But if it were reported to Dept of Health and Family Services, it might trigger an investigation into the fitness of the parents, and then it could result in charges. . .

Wait until both are legal.

In most places criminal offences are not really a matter of someone actually "pressing charges" but simply reporting the behaviour. If it is illegal (and this stuff is extremely local - there is a website somewhere listing ages of consent worldwide) then whether the parents are "fine with it" or not you still have the possibility of being treated like scumbag child raping trash. A lot of cops will be more lenient where the older partner is female, but if someone wanted to make a point this could get pretty serious. "Paedophile" does not look good on a resume and it never goes away.

Depends on which state you reside in, but the States Attorney can press charges, the girls parents can be arrested for allowing a statutory rape, and the minor can be removed from the home by family services. If caught in the act, a police officer can arrest the 19yo, and charge with statutory rape. charges of importuning may also be brought against the parents and the 19yo.

The minor, parents of the minor or his guardian can file charges of seduction for a person who have carnal knowledge with the former.

Why would a 19 year old female be sleeping with a 15 year old male. Oh, wait, she's fat right? Or ugly. Or both. In any case, where I'm from she could be charged with indecent liberties with a child, which is a felony. Regardless of if his parents are "fine" with it or not.

Indecent liberties with a child is engaging in any of the following acts with a child who is 14 or more years of age but less than 16 years of age:
Any lewd fondling or touching of the person of either the child or the offender, done or submitted to with the intent to arouse or to satisfy the sexual desires of either the child or the offender, or both; or soliciting the child to engage in any lewd fondling or touching of the person of another with the intent to arouse or satisfy the sexual desires of the child, the offender or another.

if everyone overlooks it then it won't be reported, but once somebody reports it (a teacher, or just somebody close enough to the family to have first-hand knowledge) the state will press charges
