North Korea.
They don't only have a larger standing army, they also have a majority of the population that's ready to take up arms when the situation calls for it.
"Yes, even old people, women, and children will bear arms for Mother Russia... I mean, the Great Leader Kim Jong Il!"
I really don't know why the North Koreans are like that. Maybe its because of fanaticism, true faith in their philosophy, or maybe its because of fear from their oppressive government.
But in a nation where fanaticism, faith and fear walk hand in hand and function as the main tools of governance, does it really matter?

North Korea does have a bigger Army in terms of man power, but man power really is irrelevant nowadays, so yes North Korea has more men, but really lacks the technology to be a significant threat.

Go to Janes.com. The have all sorts of military information. Some is commercial some is free. Look up world army's for the numbers. I think, but don't know for sure, that North Korea has a larger standing army. But my information may be dated.

North Korea, of course! Unlike the US, their military isn't stretched across the world, not to mention they've got plenty of reserves to call on.
