Believe me, when the lead's flying, you know you should watch out for "innocents", but it's not a top priority.
PS: To brainstorm, What about Dresden or Monte Casino, just to name a few cities the were "micromanaged" to dust.

As appealing as that may sound, we now live in a world where wars are covered in, nearly, real time by the news networks. Ignore the civilians and we risk losing what little allied support we have left.

The Geneva Convention clearly states that "civilians" are non-combatants, and are therefore exempt from it, but because of complications with international view and rules of engagement, we do not engage targets that are or appear to be unarmed, like civilians. Our ground forces are told to only fire if threatened while aircraft typically require authorization to engage targets.

Your assumption is incorrect . Wars can be micromanaged.
This was done in Europe during WW2.
Both Rome and Paris were declared open cities and escaped damage
