Paints that fade are dye based and you cannot stop that.'
Be sure to use paints that are pigment based.

I've been painting on garments for 30 years and I use artist quality acrylics mixed with a textile medium. I actually have customer who have Christmas shirts they are used for nearly the 30 years.

I even made up some great paint, crushed artist pastels and mixed with the textile medium.

You can add glitter be sure it is polyester (as long as it is not metal glitter-turns black) Dont put this through a gun.

If you use an airgun just check to be sure not dyes. You can thin artist quality paints to go through the gun but it is a real job. Don't use the craft acrylic in the gun....they are not ground fine enough.

i don't get it. What exactly is you want the shirts to do after they are washed? Iron themselves?

Try using starch in the wash or take them to a cleaners.
