Without looking at your feet, it is hard to tell what you have going on. Two things come to mind. The first is callouses. The second is athlete's foot (you don;t have to be an athlete to get it)

For callouses you can try soaking your feet in a small tub of Johnson's Foot Soap. It softens the callouses. Use a loofa sponge or fairly stiff brush to scrub your feet. This will start to remove any dead tissue. You can also try going to a nail salon for a pedicure. The technician will shave the callous off after a nice soak.

Now IF athlete's foot is the problem. Athlete's foot is a fungus and you will need some medication. Check your local pharmary for the popular brands. Keep your feet clean and change your socks at least once during the day. Fungus likes warm maoist places like inside your shoes. It is contagious so make sure if you live in a dorm or go to a gym and have to use a "public" shower, wear flip flops to keep your feet out of direct contact with the floor.

If this is very troublesome to you, see your doctor.

You need to soak your feet and then scrub them real well. It's probably mostly dead skin from not having soaked them. I bet you almost always take showers instead of baths, right? Me too.
