I was quoted $150 on a new hitch for my truck,when the work was done I was charged $700, apparently they have to modify a custom made hitch. what is my recourse?

It's not a particularly good business practice, but yes, obviously they can. You can tell them to take it off since they quoted you $150 and charged you $700, but they can counter they had to modify and they had costs. I think at the very least I would discuss it with management of the body shop and see what if anything they are willing to do.

Yes, but you should have asked them for a verbal estimimate, AND told them to call you if it would go much over that. By not saying so, they assumed you really had no objections about the price.
