Sometimes when i see my cat, she has a small film under her eyes, and sometimes she "blinks" with them, is this something cats have, or is my cat just unique

and i ask this because i've never heard of a [domestic] cat with underlids

They have two sets of underlids though the most noticeable is called the nictitating membrane and is present in most animals. It is designed to help keep the eyes clean in specific circumstances. We too have the remains of underlids close by to our tear ducts which are reported to have been evolutionary ignored for at leats 250 thousand years.

They are known to have 3 eyelids.

Yes, and they often show as the first sign on illness, if they are like that often. Otherwise, yes they just have them!
