I think you are better off putting it on low, (less chance of burning and sticking to the bottom). I have made beef stew with veggies (minus the rice) started in the morning (6:00) and by the time I got home at 4 it was done. I looked in crock pot cook book also and it only shows "low" temp for 8-9 hours, no high for that one.

did you brown these pieces of meat on a skillet before you added them to the slowcooker? this makes for a great flavor to your stew and i never worry about doneness, because it is always partly cooked before it goes into the cooker. you should let it simmer for at least an hour for good flavor in your stew. it will also ensure the meat is not only cooked, but tender.

I just cooked a 3 lb pot roast (whole) with veg and water and it took 5 hours.
Perhaps stew meat chunks would take a little less time (surface to heat ratio is less)

4-6 hours on high will make it nice and tender ...
