Iran is dependent on foreign countries for oil exploration and oil refining.
Because of the hostility that Iran has shown to many of the countries with the best technology, such as the United States Iran does not have any significant new oil discoveries, bacause the United States is no longer providing oil exploration services to Iran.
The same is true with Iranian refining capacity.
Iran has to import refined products, such as gasoline because Iran does not have any hew oil refineries.

If they reduce their oil usage they have more available to sell to the rest of the world.
There is also the fact that eventually Iran will run out of oil at which point they're going to have to find another source of energy so they've decided that they may as well start now while they have the resources than after the oil runs out when they're bankrupt.
Not sure it'd take only 45 minutes to do such a conversion though.

Yes, it's true. Iran had invested very little in gasoline refineries that it has to import gasoline from other countries like China. Although Iran has vast amounts of oil, it cannot refine enough gasoline due to lack of sufficient refineries and the infrastructure to deliver it (such as pipe-lines).

well right now america is only using E85 because the technology isn't there yet... theres no way Iran has better technology on this then americans. Perhaps if this was possible they could be using that old crazy mercantilism idea but if thats so we would be in iran for their technological research instead.

Because they sell it yo! Oil is worth billions of dollars, hence some multiple military conflicts in that area. Would you use a lot of a resource that you know could sell for billions? And besides if they invent the next way for alternative fuels, way more money for them.

I don't think they have any refinery facilities to produce the petrol. They have to sell it all as crude oil, which is much less profitable. That's also why they want nuclear power, They were actually advised to go down that road 10(?) years ago by an American proffessor, details as sketchy as yours!!

I read somewhere that in comparsion with other countries they have or will in the very near future have huge problem with pollution. Makes sense I guess since we all know that emissions from gasoline can be hard on the environment.

Yes they make money selling the oil. Doesn't mean they need it.
Its like a baker who sells cakes full of sugar for a profit. But for his own family he only makes sugar-free cakes sweetened with dates and bananas. The sugar cakes are faster and cheaper. But for his family, he wants the best.
No one on this planet needs oil except the people who are making tons of money on it. It is totally possible to operate fully on solar power and water etc. Like the cars that can run on water. But would someone who makes billions on oil want you to know that cars could run on water? Course not. Anyway ...
